Amir Neeman, Founder and principal

Mr. Neeman has over 30 years of experience in the homeland security sectors, specializing in aviation security, explosives detection, and security technology innovation. He began his career in homeland security in a Special Forces Unit of Israeli Defense Forces and progressed to serve in a number of security positions throughout the Israeli government. He experience includes working in security operations at Israel’s international Ben Gurion Airport and at the Israeli Security Agency. Mr. Neeman began his work in the private sector at InVision Technology/GE security and later served as a strategic advisor to the US Transportation Security Administration for over a decade before founding Amir Neeman Consulting, LLC in 2015.

Mr. Neeman is an internationally recognized expert in systems analysis and Transportation Security Equipment (TSE) design, development and implementation, test and evaluation, business analysis, and change management for large and complex project teams. He is a frequent public speaker and writer on these topics.

Through Sandia National Laboratories, ANC currently supports TSA Office of Security Capabilities (OSC) Open Screening System Architecture and Human Factors Performance Branch. Through BayFirst Solutions, LLC, ANC currently supports TSA Office on of Intelligence Analysis (OIA) Mission Risk Knowledge Center on risk modeling.

From 2005 to 2015, Mr. Neeman headed the Security Practice at LeighFisher, Inc. where he assisted the TSA Office of Security Capabilities (OSC) with key nationwide studies related to strategic planning and deployment of TSE. He led the development of big-data driven economic and operational analysis and modeling tools to support policy and TSE requirements development. Mr. Neeman was also involved in development and evaluation of novel passenger and baggage screening concepts and provided on-going support to many of TSA OSC’s Divisions. He was the task lead for development of Planning Guidelines and Design Standards (PGDS) and maintaining it for 5 years, Risk-Based Security (RBS) strategic and action plans for checked baggage, TSA’s T&E process optimization and third party testing. Mr. Neeman also led many security studies for airport and private sector clients.

As a founding VP (Business Development and Product Management) at Qylur Intelligent Systems, Inc. since 2006, Mr. Neeman was responsible for the expansion of global sales, marketing and product development guidance. Qylur is a revolutionary homeland security technology start-up company, developing a novel self-service and automated security checkpoint screening system based on physical integration of sensors and data fusion.

During 2001-2005, Mr. Neeman led the Computed Tomography (CT) based Explosive Detection System (EDS) Product Management group with InVision Technologies / GE Security, responsible for all product marketing and product development activities.

During 1994-2001, Mr. Neeman was Head of the Security Technologies Research & Implementation Branch at the Israeli Security Agency (ISA) and during 1991-1994 he managed the technical security screener unit at the Israeli Airports Authority (Ben Gurion Airport). In both roles he developed TSE requirements, evaluated, certified, implemented and integrated TSE, performed threat and risk assessments, formulated security regulations, Standard Operating Procedures, Concepts of Operation, developed TSE detection standards and trained thousands of screeners on TSE-based threat detection.

Mr. Neeman holds an MBA (Technology Management Major) from the Technion Institute of Technology, Israel and is a former Israeli Defense Force (IDF) Explosive Ordinance Disposal Officer.
